Streets
Establish street design standards that prioritize bike lanes and other non vehicular transportation students use to get to and from school.

Recreation
Merge the existing Climate Action Committee and Natural Resources Commission into one body. Retain their current scopes and add a Parks and Recreation focus to better inform city council on park needs and streamline the city bureaucracy.
Business & the Local Economy
Make Winters a welcoming space for small business and entrepreneurs. Reduce barriers to entry as a rule, and eliminate unnecessary paperwork, permitting costs, and processes. Remove processes that slow or discourage the development of new businesses and commercial space.
4th Amendment
Establish 4th amendment protections on our Flock contract that can apply to both the city and our partners. E.g. require a warrant to add a plate to the hot list to begin surveillance, require immediate deletion of images of vehicles that are not on a hot list, and/or require a warrant to search data collected by Flock. If that is impossible, we need to end the relationship.
